I normally offer help, but I won't even bother with an OS that old. Sorry.

LOL, he's on Windows XP. What do you consider "up to date" when it can't install IE higher than version 8? And the rest of the world is on IE 11?

I'm only saying that windows XP is end of life, and 12 years old.
Without security updates from Microsoft, and a lot of other vendors, things will eventually stop working. SRO itself may run just fine for a long time, but, if there's a security flaw in XP, without the updates, etc, it will be very time consuming to diagnose.
One thing I would suggest, is try a VPN client and see if there's something with the login server blocking an IP Range you are in.

Are you using any bot or loader to connect to the server, or have you in that time period?
I know for some bots, if they have a login setting to be too frequent, the login server will interpret the login attempts as a DDOS attack and will add the IP address to a blocklist.
If that isn't the case in your situation, you may have to wait until the next server inspection, or see of Navmesh can do a scheduled reboot of the login server.

You can always email Navmesh and perhaps he can schedule a reboot during the lowest playtimes. I hope this gets fixed for you!
