hey,
a friend of my downloaded the game and when he tried to open the launcher it says that the "server is undergoing inspection or updates" and it doesnt let him to update.

any idea or a way to solve it?

he managed to update but when he's trying login to his account,it disconnecting him.

Maybe the server was not opened at this time. Try to open the game again and be sure that you select the server. If it's not working again, tell us. Maybe there are other causes

Turn off anti virus / firewall.

When he gets his error, does it say something like "C9"?
Error message would be huge help.
