These two buddies should get a warning for using buffers.
Sasha is the one that buffs Z_1 while pvp. As you can see I have given a warning to sasha that it wasn't allowed to use buffers if he doesn't have a cape on

But when a person didn't listen, I take my cape off and start pking, now the poor guy got mad at me x)

You probily get lucky with just a warning.

Unless they are buffing through a wall, where they cannot be attacked in PVP mode, they aren't breaking any rules.
