why i saw ppl with 43-44 graduates at honor ranking if i have almost 70 and not apper

It depends on how much Honor Points you got.
The Low Char which is graduating have 4 Tabs to choose. Then its important which Lvl the Low Char was, when he got invited. (Max is Lvl 29)
And, sometimes, the Academy Owner is graduating, that means you don't get any Points
