Reygun, reinstalling windows is not what helps regarding his IP. His IP can be blacklistet from exays database. His windows does not change his IP.
To the person who are seeking help to this problem, start using the search function.
There are plenty of topics about same question.
And do not reinstall windows!

Reinstalling Windows, has nothing to do with your IP. Even if you reinstall Windows, your IP is still the same, it doesn't changes, unless you use proxy IP and other programs to change your IP.
Regarding his IP, isn't his "IP" from home, but from his Internet ISP, which can be blacklistet on exay's database.
