So I'm just questioning this skill, because it last for only five mins 20% increase magical and physical attack but cooldown is 20 minutes. I'm wondering if this isn't backwards?

you mean lasts 20 mins and cooldown 5 mins? Where is the logic of that o.O?

I think it's right with this Buff, don't forgot it's a *special* Buff like the Ultra's Protect.
