you can make obstacles and all that sht if im right inside the fort

Go to the Blacksmith of the Fortress after your Leader bought it.
There you can make Flags/Obstacles/Repair Tools/Scrolls (Manho) and TaiSui (JG,Ht, Consta) or Senior General (Bandit).
In the period of Fortress you have nothing to do with your status if im right
