hello gm i am new to this game, when i download the game i get a file when i open it they say if you want to open this file windows need to know program you want to use to open it.... and yea i dont know how to open that file i downloaded twice and nothing anyone cane help?

Yes as vladdidar posted, you need 7zip to extract it, WinRAR should also work.
