before i download this silkroad i have few questions to ask :
first question is whats the max rr in this server?
2nd will the max rr increase later?
and whats the server rates exactly?

Exp rate 999x
Sp rate 999x
Gold rate 75x
Drop rate 50x
Level 130 cap, with level 130 skills.
14 Degree items.
Custom rebirth system, 10 stat/rb.

If you mean RR, as Reborn's, 35 is the current max.
You gain 10 stat points with each reborn. So, 35 RB = 350 additional stat points.

I think not. 40 is enough.
I don't see the necessity to go beyond 40 reborn.
If by some change it is increased, I truly doubt it will be a gold based promotion from Reborn 35 to 36, etc. It will most likely be a silk based reborn increase. The economy in the game is already FLOODED with gold, so to increase the reborn system based on a gold method to increase it would be of little use.
It was just recently increased to 40 anyways. I wouldn't expect to see it go higher until there are other changes done in the game that are far more important.
